One sequence for every job
Measurements come first: the width the new opening can take, the door style and the surface that will sit outside it. Next the engineer works out the header, the posts and the footings, and those numbers travel with the plans to review. Once approved, the ceiling is braced, the wall is cut and the beam is lifted onto its posts. The doors are hung over a sloped pan, the patio or deck rises to meet the sill and the cover is framed last, with an inspection closing out each phase. Which counter gets the plans

Burbank is a separate city, so its own building division takes the drawings, using its own forms and inspectors. Nothing about the drawings or the build order changes between the two.
